Do not remove or tamper with water meter locks/seals
As part of the City’s water system work, each new water meter is installed with a lock/seal. Please leave it in place.
Do not cut, remove, or tamper with the lock/seal on your water meter. Residents, property owners, and contractors may not remove a meter lock/seal — or turn on water service — themselves, for any reason.
A meter lock/seal may be removed only after the service line has been properly tested, certified, and inspected — and only by City officials.
Tampering with a water meter lock/seal is a crime. Under Kansas law, tampering with a water meter or its connections to obtain unmetered water — including cutting a meter lock/seal to turn on service before it is certified — can be prosecuted as theft of services under K.S.A. 21-5801 and K.S.A. 21-5804. Violators may face criminal charges and penalties, and the City may restore the lock/seal and service at the property owner’s expense.
