Water System Modernization

The City of Linn Valley is modernizing its water system. The old water treatment plant has been retired; the City now purchases treated water wholesale from the City of La Cygne, has built a new water tower for storage and pressure, and is expanding the distribution lines to serve more homes. The work is funded through USDA Rural Development.

What’s changing

• Water supply: the retired treatment plant is replaced by a wholesale purchase agreement with the City of La Cygne — more reliable, treated water without operating an aging plant.
• Storage & pressure: a new water tower provides storage and steady system pressure. (KDHE water-tower permit received March 2, 2026.)
• Distribution: new transmission main, a booster station, and a bulk-fill station, with distribution lines being extended across the community.
• Metering: meter installation for roughly 830 units, including eligible seasonal/RV properties (subject to Council review).

Background

USDA funding was first secured in 2019 and expanded as the project grew. The work has continued across successive City administrations and operates under Build America, Buy America (BABA) requirements, which have affected some equipment delivery timelines.

Meter eligibility & opting out

Properties with installed water tanks and accessible water lines qualify for meter installation, including seasonal RV owners. Residents who prefer to continue occasional tank filling without monthly billing may ask about opting out by contacting City Hall.
